I am Associate Professor of Global Affairs at the University of Notre Dame’s Keough School of Global Affairs, and I hold a concurrent appointment in Notre Dame’s Department of Political Science. My research examines the politics of urban and regional development, intergovernmental relations, and subnational foreign affairs with a focus on China.
